D&D Demolition Project Manager

Clover Leaf is looking for an experienced Project Manager for Demolition and Deconstruction (D&D) projects in Berkeley, CA to join our growing team to develop, implement, administer, and manage D&D projects from planning through close-out. We are looking for someone who can work as part of a team and individually. 

Essential Duties and Responsibilities

You will develop, implement, administer, and manage D&D projects from planning through engineering, procurement, construction, and close-out with legacy radiologically and chemically contaminated facilities. Projects will range in size from less than $50,000 to over $100,000,000. You will work on behalf of the owner leading a team of Construction Managers, Project Coordinators, other Facilities staff and subcontractors as well as incorporating Environment, Health & Safety and Quality input and direction as necessary to ensure project completion in a safe manner, within budget, schedule and in accordance with specifications and requirements. You will manage from the conceptual phase through planning, engineering, procurement, construction, start-up and close-out. We are looking for someone who can develop the program that will drive the projects forward in a timely manner, with attention to health and safety, and interfacing with regulatory agencies, and you will be accountable for overall project deliverables and success. Your specific duties will include:

  • Coordinate and prepare the planning and development of the project scope, procedure, budget and overall project schedule.  Manage and control contractual commitments, project reviews and report-outs to assure that all work is being performed in accordance with the specifications, drawings and terms of the subcontract.  Review and approve project forecasts, schedules, cost estimates, and financial reports. Coordinate and prepare the budget for project costs.
  • Proactively seek out customer needs as they pertain to project management services. Coordinate client contacts, including regular correspondence with the clients and maintain working relationships at all levels throughout the project and follow up to ensure that the customer is satisfied.  
  • Schedule and coordinate project reviews in accordance with DOE orders and federal/state regulations.
  • Ensure prompt close-out of projects and submission of final project reports.
  • Work with assigned staff, ensuring technical and operational activities of the group including budgets, funding, workforce planning, Human Resources activities, Environmental, Safety, and Health (EH&S) and property are aligned accordingly to meet project, Division and Laboratory deliverables.  Ensure direct reports, Facilities and other staff and subcontractors understand and follow all EHS and QA requirements on all projects.  Address EHS, QA, performance and conduct issues in a timely manner.
  • Direct the planning and development of the project scope, procedure, budget and overall project schedule.  Manage and control contractual commitments to assure that all work is being performed in accordance with the specifications, drawings and terms of the subcontract.
  • Review and approve project forecasts, schedules, cost estimates, financial reports.  Establish and control the budget for project costs.   

 

Required Qualifications:

  • Bachelor's degree in Architecture, Engineering or professional certification in Construction, Project Management or a related field or equivalent relevant experience and 5 years in construction facilities project management with moderate performance risk, including project planning, scheduling, and budgeting and/or a combination of education and experience.
  • Seven years experience in Federally-funded Demolition and Deconstruction projects/activities managing design and construction using project management principles and controls.
  • Expertise with radiological and hazardous material contaminants in the demolition and final clearance of structures and remediation of soil.
  • Skilled with project management for the planning and execution of demolition projects with significant levels of hazardous and radioactive (specifically transuranic) contamination in accordance with DOE project management, EH&S and QA requirements.

Additional Desired Qualifications 

  • Minimum of seven (7) years' experience implementing ES&H requirements in a highly-regulated federal or state environment.

  • Demonstrable experience managing a diverse team, including delegating authority, responsibilities, and assignments; establishing appropriate performance expectations; and providing guidance and training, resulting in quality comprehensive and effective services and deliverables.

  • Demonstrable experience developing, managing, and achieving budget and schedule goals.

  • Demonstrable experience using industry-recognized project management software utilizing a certified Earned Value Management System (EVMS).

  • Strong and effective verbal and written communication skills.

  • Knowledge and experience of DOE EHS requirements including but not limited to 10 CFR 835, 10 CFR 830, 10 CFR 851, 10 CFR 850, DOE O 458.1, applicable waste management and environmental requirements, including Department of Toxic Substances Control (DTSC).
    Experience developing and managing budgets and schedules, developing project scope documents, and coordinating/managing project delivery, including team assignments and technical quality.
